EU bans sending trucks and special equipment to Russia

Josep Borrell, High Representative for Foreign Affairs and Security Policy stated: “These latest sanctions were adopted after the atrocities committed by the Russian armed forces in Bucha and other places under Russian occupation. The purpose of our sanctions is to stop the reckless, inhuman and aggressive behavior of Russian troops and make it clear to decision-makers in the Kremlin that their unlawful aggression comes at a high cost.”

In accordance with Article 3k of Council Regulation (EU) 2022/576 of 8 April 2022, Published in the Official Journal of the European Union, it is prohibited to sell, supply, transfer or export, directly or indirectly, goods that may contribute, namely, for the strengthening of Russian industrial capabilities listed in Annex XXIII, to any natural or legal person, entity or body in Russia or for use in Russia.

Additionally, the provision of technical or financial assistance, brokerage services or other services related to goods and technology will be prohibited.

Some of the goods listed in Annex XXIII are:

Road tractors for semi-trailers – with internal combustion piston engine with compression ignition (diesel or semi-diesel) and electric motor as propulsion engines.

Road tractors for semi-trailers – with spark-ignition piston engine and electric motor as propulsion engines.

Road tractors for semi-trailers – only with electric motor for propulsion.

Caterpillar tractors.

Dumpers designed for off-road use.

Other motor vehicles for the transport of goods – of a gross weight exceeding 5 tonnes but not exceeding 20 tonnes.

Mobile drilling rigs.

Fire fighting vehicles.

Special purpose motor vehicles, other than those designed primarily for the transport of persons or goods (e.g. patrol trucks, crane trucks, fire-fighting vehicles, concrete mixer trucks, sweeper trucks, spray trucks, mobile workshops, mobile radiological units ) .

Work trucks, self-propelled, without lifting or handling equipment, of a kind used in factories, warehouses, docks or airports for short-distance transport of goods; tractors of the type used on railway station platforms; previous vehicle parts.

Self-loading or self-unloading trailers and semi-trailers for agricultural purposes.

Other trailers and semi-trailers for transporting goods.

Seats for motor vehicles.
